This approach for creating task forces is a way of ensuring that any task force is driven by an orientation, which is aligned with other parts of the organisation.
Any employee can self-nominate to create a Voluntary Task Force or can be appointed to do so. The employee who initiates a task force should receive no budget, target or authority to impose decisions on teams. Instead they must get other employees and teams to collaborate by making them interested, in turn the employees relies on the ability to persuade and create meaning rather than power.
